Biography:
Carlos E. Fulcher, MBA, serves as DIA Worldwide Deputy Executive Director, responsible for leading global corporate services (including facilities, human resources, information technology, marketing, and purchasing), and for executive leadership when the Executive Director is on travel or otherwise out of headquarters.
Carlos brings years of experience with nonprofit organizations, and leading and changing ways that organizations leverage technology and resources, to DIA. At his most recent position, Carlos served as Chief Information Officer/Chief Knowledge Officer for the American Society of Plastic Surgeons (ASPS), where his responsibilities included technology (internet, mobile computing, data center, AMS, CMS, and related systems and services); process improvement and knowledge management; and such association management services as governance, publications, and annual and educational meetings. Prior to ASPS, Carlos served as Vice President of Information Technology for a retail banking organization with 25,000 members and $150M in assets, which he transformed into a technology innovator by implementing an infrastructure that generated process efficiencies, lowered operating costs and improved customer service, and by creating multiple eCommerce websites to support the company’s expanding market strategies. He previously served as IT Director for a manufacturing organization with $80M in annual sales, providing vision and guidance to build and implement the company’s technology infrastructure to meet their manufacturing needs, organizational growth, and other strategic objectives.
Carlos belongs to the American Society of Association Executives and the Society for Information Management. He completed several years of course work at the Universidade Federal de Minas Gerais, Belo Horizonte, in Brazil, and earned his BS in industrial technology from Northern Illinois University and his MBA from Rockford (IL) College.
